Tax Season Brings New Twists
Many of our nation's children have difficulty accessing needed health care services. In , the Robert Wood Johnson Foundation reported that about 25 percent of children with insurance and about 55 percent of uninsured children did not receive a recommended routine checkup within the previous year. According to the Department of Health and Human Services HHS , children face growing risks from chronic physical conditions such as asthma and obesity and from mental health disorders such as depression, and yet, as we have reported, their access to services may be impeded by a number of barriers, including a lack of health insurance and a lack of convenient transportation to medical appointments. Access to mental health care services may also be impeded by concerns about stigma--negative attitudes and beliefs often associated with receiving such care--which can be a deterrent to seeking these services. To help increase children's access to primary health care and other health care services, states and communities have established school-based health centers SBHC. SBHCs are located on school grounds, provide health care services regardless of ability to pay, and offer a broader range of services than a school nurse generally provides.
The Patient Protection and Affordable Care Act
PPACA directly regulates healthcare providers, insurance companies, individuals, and employers. The law is quite broad, affecting insurance companies, hospitals, individuals, and employers. The employer mandates, or rules in PPACA which require employers to provide certain levels of coverage to certain employees, went into effect in Since PPACA regulates a number of different areas regarding healthcare coverage, it naturally contains a number of separate provisions. Many of these provisions also have associated regulations which offer further guidance. We offer Affordable Care Act Recordkeeping services and can help you navigate through the extensive ACA requirements, determine any penalty exposure, and develop strategies to eliminate or reduce future penalty exposure. Comprehending the ACA and every change it has gone through can be tough, which is why it is always a good idea to seek professional advice to ensure you are compliant when trying to navigate all of its complexities.
We examine the effect of the Medicaid expansions under the Patient Protection and Affordable Care Act ACA on consumer financial outcomes using data from a major credit reporting agency for a large, national sample of adults. We employ the synthetic control method to compare individuals living in states that expanded Medicaid to those that did not. We find that the Medicaid expansions significantly reduced the number of unpaid bills and the amount of debt sent to third-party collection agencies among those residing in zip codes with the highest share of low-income, uninsured individuals. Our findings suggest that the ACA Medicaid expansions had important financial impacts beyond health care use. We thank Sharada Dharmasankar for her excellent research assistance. We also thank the editor and three referees for helpful comments.

Affordable Care Act Tax Provisions
The Affordable Care Act ACA is divided into 10 titles and contains provisions that became effective immediately, 90 days after enactment, and six months after enactment, as well as provisions phased in through to For simplicity, the amendments in the Health Care and Education Reconciliation Act of are integrated into this timeline. During the implementation of the law, there were interim regulations put in place for a specific type of employer-funded insurance, the so-called "mini-med" or limited-benefit plans, which are low-cost to employers who buy them for their employees, but cap coverage at a very low level.
