Civil Society and Peacebuilding

How can civil society most effectively work for peacebuilding? This paper presents the findings of a comparative research project which analysed the performance of civil society in regards to protection, monitoring, advocacy, socialisation, social cohesion, facilitation, and service delivery in situations of war and armed conflict. It concludes civil society can play an important supportive role, but the effectiveness of its activities varied substantially. Contextual factors may limit or strengthen its ability to contribute to peacebuilding. Civil society is widely understood to play an important role in reducing violence, and in facilitating the conditions necessary for building a sustainable peace.

Civil society is seen as an important actor in peace processes. As such, substantive efforts have been devoted towards building and strengthening it. However, little systematic evidence-based research existed previously to support these assumptions empirically, and provide policy-makers and practitioners with better knowledge about whether, how, when, and under what circumstances civil society can fulfil a peace support role or not. The Civil Society and Peacebuilding research project — identified seven peacebuilding functions civil society can potentially fulfil. The research project analysed both the relevance of civil society activities within its conflict contexts, and how effective or ineffective such activities are in supporting peace processes. The analysis was conducted with regard to four different conflict phases: war, armed conflict, windows of opportunity for peace negotiations, and post-large-scale violence. This collected volume identifies the functions of Civil Society in peacebuilding.

This process includes violence prevention ; conflict management , resolution , or transformation ; and post-conflict reconciliation or trauma healing, i. As such, peacebuilding is a multidisciplinary , cross-sector technique or method which becomes strategic when it works over the long run and at all levels of society to establish and sustain relationships among people locally and globally—thus engendering sustainable peace. The methods included in peacebuilding vary depending on the situation and the agent of peacebuilding. Successful peacebuilding activities create an environment supportive of self-sustaining, durable peace; reconcile opponents; prevent conflict from restarting; integrate civil society ; create rule of law mechanisms; and address underlying structural and societal issues. Researchers and practitioners also increasingly find that peacebuilding is most effective and durable when it relies upon local conceptions of peace and the underlying dynamics which foster or enable conflict.
