- John Stuart Mill (1806–1873)
John Stuart Mill —73 was the most influential English language philosopher of the nineteenth century. He was a naturalist, a utilitarian, and a liberal, whose work explores the consequences of a thoroughgoing empiricist outlook.
John Stuart Mill is one of the hallowed figures of the liberal tradition, revered for his defense of liberal principles and expansive personal liberty. By examining Mill's arguments in On Liberty in light of his other writings, however, Joseph Hamburger reveals a Mill very different from the "saint of rationalism" so central to liberal thought. He shows that Mill, far from being an advocate of a maximum degree of liberty, was an advocate of liberty and control--indeed a degree of control ultimately incompatible with liberal ideals. Hamburger offers this powerful challenge to conventional scholarship by presenting Mill's views on liberty in the context of his ideas about, in particular, religion and historical development.
In this book, Mill expounds his concept of individual freedom within the context of his ideas on history and the state. On Liberty depends on the idea that society progresses from lower to higher stages and that this progress culminates in the emergence of a system of representative democracy. It is within the context of this form of government that Mill envisions the growth and development of liberty. Mill undertakes a historical review of the concept of liberty, beginning with ancient Greece and Rome and proceeding to England. In the past, liberty meant primarily protection from tyranny. Over time, the meaning of liberty changed along with the role of rulers, who came to be seen as servants of the people rather than masters. This evolution brought about a new problem: the tyranny of the majority, in which a democratic majority forces its will on the minority.

Look Inside. Together these two essays mark the philosophic cornerstone of democratic morality and represent a thought-provoking search for the true balance between the rights of the individual and the power of the state. Thoroughly schooled in the principles of the utilitarian movement founded by Jeremy Bentham, John Stuart Mill nevertheless brings his own unique intellectual energy to issues such as individual freedom, equality, authority, happiness, justice, and virtue. Utilitarianism brilliantly expounds a pragmatic ethic based on one controversial proposition: actions are right only if they promote the common good and wrong if they do not. Together they provide the moral and theoretical justification for liberal democracy as we know it, and their incalculable influence on modern history testifies not only to the force of their arguments, but also to the power ideas can have over human affairs.
