In re defining the ocean, seabed mining has been central to these discussions. Drawing on fieldwork and semi-structured interviews undertaken with key actors in Namibia and South Africa, between and , as well as recent policy debates and discourse surrounding the potential extraction of marine phosphate in Namibia this article critically examines the framing of the marine environment as an extractive space. The blue economy presents opportunities for new forms of capitalist accumulation and this has resulted in struggles over who can accumulate in the marine sphere. This article therefore analyses the emerging and competing claims to sovereignty over this "new" resource frontier, including by state and non-state actors, and identifies which actors have been included or excluded from the blue economy agenda. In discussing sovereignty over this frontier and resources therein, it undertakes a rigorous analysis of the complications created by the ocean as a three-dimensional, voluminous, "borderless" space.

Nature’s End

The collapse of the Ottoman Empire at the turn of the twentieth century was chaotic and led to imperial control and incorporation of the Middle East into the world capitalist system. Except for Iran, Turkey, and much later Israel, national states in the region emerged by way of imperial bargains. After the Second World War, Arab states under colonial rule gained their independence and sought to build nations. However, rather than becoming fully consolidated national communities, many descended into authoritarianism and sectarian rule. At the turn of the twenty-first century, the region is once more in political turmoil, and several states such as Iraq, Libya, and Syria ceased to be functional.

The Modern Middle East emerged out of a variety of social, cultural, and Ottoman Empire (centered in what is today the Republic of Turkey) and Safavid/Qajar Ottomans were forced to cede large amounts of territory around the Black Sea. Their writing and activism shaped a major rethinking of the practice of Islam on.
