However, can the Neo-Neo debate be said to advance theory in the field as a whole? Or does it rather impede theoretical progress by masquerading fundamental points of agreement as points of contention? First, it will highlight the striking methodological, epistemological and ontological similarities on which the two approaches are based. Lastly, this essay will examine the main disagreement between Neorealists and Neoliberal Institutionalists over the extent of conflict and cooperation in the international system. Ultimately, this essay will conclude that the Neo-Neo debate in and of itself does not represent a significant advancement of IR scholarship due to the absence of real discussion with respect to the fundamental assumptions of IR and its emphasis on converting IR into a natural science. In this work, Waltz set out to redefine the principles of a Realist enquiry of International Relations, in the process fundamentally rearranging both the methodological as well as ontological foundations of the Realist school. Waltz aimed to put Realism on a more theoretically sound footing, which for him meant creating a theory based on the structure of the international system, which constrains the rational actors that are subject to it and the underlying condition of anarchy.

Neorealism or structural realism is a theory of international relations that says power is the most important factor in international relations. Neorealism is subdivided into defensive and offensive neorealism. Neorealism is an ideological departure from Hans Morgenthau 's writing on classical realism.

Neorealism and Neoliberalism concentrates on issues of conflict and cooperation with their implications for post-Cold War international relations. Essays by some of today's most prominent political theorists debate the importance of anarchy versus the importance of interdependence in determining state behavior; the feasibility of international cooperation; the impotance of absolute gains versus relative gains as incentive for cooperation; the trade-offs between economic welfare and military security; the importance of state intentions versus state power; and the significance of the emergence of numerous international regimes and institutions.

This article compares constructivism and neoliberal institutionalism and argues that in their reification as paradigms in competition, the IO theoretical community is making far too much of what are relatively small differences between them in the metatheoretical scheme of things. These claims are substantiated by comparing functionalism, neo-functionalism, neoliberal institutionalism, and constructivism. Such an examination reveals that they all depend on the same mechanism of functional institutional efficiency in order to account for social change.
