This article outlines the origins and meanings of the concept of civilization in Western political thought. In doing so it necessarily explores the nature of the relationship between civilization and closely related ideas such as progress and modernity. It concludes with a discussion about rethinking and restructuring some of our perspectives on civilization. It describes the process of a social collective becoming civilized, or progressing from a state of nature, savagery, or barbarism to a state of civilization. It describes a state of human society marked by significant urbanization, social and professional stratification, the luxury of leisure time, and corresponding advancements in the arts and sciences.

In the 19 th century, after a long period of isolationism, China and then Japan came under pressure from the West to open to foreign trade and relations. The Industrial Revolution in Europe and the United States had created a wide gap between them and the West, leaving the two Asian nations behind technologically and military. In that period, neither of them had the power to stand up to the Western nations, and eventually both had to sign unequal treaties that forced them to open their ports and cities to foreign merchants. Hall took over from Hoggart as acting director of the Centre in , became its director in , and remained there until Hall left the centre in to become a professor of sociology at the Open University. The continuities and discontinuities between the past and the present, within a milieu of rapid globalization, influence social work education, research and practice in profound ways. One of the over-arching features of social work is its contextual focus. However, the understanding of, and responsiveness to, local situations must be embedded in an understanding of broader national, regional and global transitions, and in an increasingly interdependent world, social workers must possess the epistemological frameworks, and the knowledge, skills and values to, when possible, work across national and regional boundaries.
