Outsourcing library technical services – what we think we know, and don’t know
While a considerable amount has been spoken and written about the subject of outsourcing, or contracting out, of technical services in libraries, there is little consensus on even the definition of the phenomenon, or its history. The available research shows that arguments in favour of outsourcing are based on supposed cost and time savings, while opposition tends to emphasise quality issues. Evidence as to whether outsourcing in general in fact saves money or time tends to be spotty, while there is some data supporting concerns about a decline of quality in many outsourcing projects. Library technical services are the ongoing maintenance activities of a library's collection, including the three broad areas of collection development, cataloging, and processing. Technical services may also include a range of activities broadly related to the above core functions: from security processing using RFID tags or similar , to interlibrary loan services, to maintaining the library's technology resources: such as servers , staff and public computers, scanners , or the integrated library system software that facilitates circulation. The Association for Library Collections and Technical Services ALCTS was a division of the American Library Association ALA dedicated to the areas of technical services acquisitions, cataloging and classification, and continuing resources , collection management and development , and preservation and reformatting. ALCTS membership represented over forty countries and included librarians, library support staff, students of library and information science, and commercial vendors whose professional interests lay in these areas of practice. ALCTS met the needs of its members through educational programming, publications, professional development opportunities and information exchange.
There are also suggestions for additional metrics to evaluate collections as a service, as well as questions posed to frame an ongoing research and assessment agenda. Yale University Library is a major academic research library with a sizable collection and a large annual collection development budget. The institution had an aggressive collection-building focus in the mid to late twentieth century, resulting in an extensive print collection that continues to serve a diverse community of scholars. Yale Library is developing a multifaceted assessment program to approach collection development challenges. This case study focuses on assessment of monographic acquisitions. Many research libraries have documented their experiences with acquiring e-books, 3 circulation and e-book usage analysis, 4 collaborative collection development, 5 and data-informed approaches to collection development.
